I'm suprised it wasn't already. If your goal is to 'pressure towards human rights' or something, it seems kind of silly if you are already trading with them. If your goal is to counter-act Chinese influence (TPP, bases in the Phillipines), then the answer should be yes. If you are still butt-hurt about losing a bunch of troops and prestige in a stupid war, then no.

I'd vote yes and I'd suspect a President Clinton (and certainly a President TRUMP) to end it as well. Unless there's anti-ship missles or something else I'm missing, I don't think much would change. Viet Nam is one of the most pro-Russian countries in the world and have been armed by them for decedes...  too much would be restructed to accommodate US tech.

Yes, we should help countries threatened by China.

Vietnam's human rights record is not a good reason not to, considering all the arms we sell to such countries as Saudi Arabia.

No. Lift any trade and travel restrictions, but do not give them arms. In fact, we need arms embargo's against more countries-Saudi Arabia the first that comes to mind. Really, if being the policeman of the world is bad, then how is being the arms dealer of the world any better?

No. America has reliable allies in the region (Korea, Taiwan, Japan, Philippines) and while it is important to contain China, selling arms to Vietnam would not really be helpful in that regard. I'd focus American political capital on undermining the Chinese in the rest of Southeast Asia (especially Burma, Singapore and Malaysia) and strengthening India. I'd also like to see the US more forcefully support the DPP regime in Taiwan to send a clear signal to China.
