Lean yes.  The tax code would obviously be far less progressive, but countries with regressive tax systems are much better at reducing inequality because they spend in a more progressive fashion.  If the VAT were coupled with more generous welfare spending, then it would likely benefit the middle-class far more than the status quo.

That isn't happening anytime soon, so I'd expect an inverse effect.

If it were combined with a VAT rebate for low income earners similar to Canada's system sure.

Yes, but only to replace the payroll and corporate tax.  I'd probably keep the income tax as is.

possibly. I don't have a clear idea of how this works on a practical level in terms of infrastructure or ease of use.  But it's an idea worth exploring if it can replace the payroll tax.
