Although poorly worded, it actually doesn't say that. The phrase "shared by the majority of Texans" refers back to "fundamental unchanging truths", not "a chosen behavior". That being said, the "has" in that sentence should be "have", and "are" should precede the words "recognized" and "shared". But there is no way, using standard grammar to interpret the phrase as referring back to "a chosen behavior".

Whoever wrote the article isn't that well-versed in grammar rules apparently.

It doesn't read correctly either way as-is. If there was a comma between "unchanging truths" and "that has," it would read the funny way. If "has" was changed to "have," it would read the intended way.

Isn't Texas one of the two states (the other being "muh libertarian Montana") where the state Republican parties have it written into their platforms that they believe that homosexuality should be punishable by death? Such good Christian folks they are [not].
