"The call for the nations involved in the Second Balkan War to join a peace conference echoes through Europe, most neutral nations backing the latest proposal by the Empire of Japan to exclude several of the powers thought to be covertly fighting the war. A declaration from King Constantine of Greece in representation of the Athens Pact states that Serbia, Greece and Bulgaria are willing to join such a conference, in the understanding that the independence and sovereinigty that each of the three members is not up for question.

Matters become more heated with Italy as King Constantine demands an explanation from the Italian government over the sinking of the Giolitti..."

Statement from Emperor Victor Emmanuel III regarding the sinking of the Giolitti

It is the position of the Holy Kingdom of Italy and the Vatican that the unfortunate tragedy in the Aegean involving the Giolitti was an act of cruelty and terrorism unlike any seen by the honorable and divine Italian Imperial Navy. It is quite clear that a foreign actor was involved in the sinking of the Giolitti and they have conspired together to cover their tracks. Due to the murkiness of the subject, the Italian government is working tirelessly to investigate the situation and bring to justice those who were responsible.

We see the need to emphasize that our proposal represents only Japan's suggestion as a neutral party as to how we would reach a fair and equitable solution in this conflict. If some other proposal would be more likely to create a just and lasting peace, we ask that our proposal not stand in the way of that opportunity.

The Empire of Japan continues its pledge to offer any support necessary in the pursuit of peace.

The United Kingdom vigorously denounces any and all Greek attacks on Italian sovereignty. However, the idea of allowing France or Germany to host a peace conference is almost laughable. We intend to support peace conferences in Gibraltar or an even more distant place, such as Porto or London. Additionally, we denounce any and all attempts by any nations involved in unnecessarily harsh military actions.

Should no member of the one of the alliances agree to a peace conference fast enough, we may support an international peacekeeping force composed of British and Russian troops with Italian observers. This force would march on key battle sites, demanding both sides declare an immediate and unconditional ceasefire. Should one side refuse and one side agree, the side that agrees will be allowed to continue the battle with the force's help until the opposing side agrees to the ceasefire.

If only violence may end this violence, let it be short and powerful violence. Neither this nation nor the British people will stand by as countless scores of thousands are slaughtered in the Balkans. We will fight for peace in the fields and in the countryside. We will fight for peace in the cities and streets. We will fight for peace in homes and on the rooftops. We will never cease to fight for peace until the last honorable British soldier fires his last shot, breathes his last breath, and dies fighting the good fight of peace!

"A somewhat positive reaction has been observed by the French proposal for a possible ceasefire across the Balkans from the Athens Pact, with King Constantine of Greece praising the French government for making the relevance of keeping Athens Pact territorty untouched. On the other hand, the Kingdom of Romania is bitterly denouncing France and Hungary as a non-neutral powers and therefore unsuitable to hold the talks, a view shared by some neutrals. While there is hope for a compromise, the Athens Pact seems determined not to face territorial losses of any kind, suggesting they plan to push for compensations to their side.

A more mixed reaction was found in the recent address by the Prime Minister, Winston Churchill, with Athens thanking the Prime Minister for its defence of the Greek position but warning that Italy and Russia would be unsuitable for peace-keeping or observer roles in account of the sinking of the Giolitti and the fear of Russian expansionism that remains from the Nicholas II days. At home, the new Leader of the Opposition, Archibald Sinclair (Liberal) has tentatively backed Churchill's proposal out of personal respect, although the Leader of the Labour Party, Sir Oswald Mosley, mercilessly mocked Churchill at PMQ's over "grandiose, almost megalomaniacal rhetoric" in a memorable Parliamentary encounter.

As a show of good faith, the Ottoman Empire declared an immediate, unilateral cease fire. No futher offensive moves will be taken and our forces will only fire if fired upon.

The United Kingdom again states its objections to the conference being hosted by France and Hungary. Hungary has long had designs on Romania, and France considers itself an ally of Hungary and opponent of Germany. We therefore suggest either Germany and France co host the conferences, or at least we assist France in hosting the conferences. Italy, as an ally of France but hated by Greece, would also be a far more acceptable neutral site.

We also ask for an apology from Greece to Italy for attacking the Italian military and an apology from Italy to Greece for accidentally crossing into Greek waters. The above should settle any and all matters remaining in the Balkans besides the dominant war.

The French Government didn't move troops in the Balkans, it was made by french voluntaries. France would like to reassure you that the current Greek-Italian crisis will be solved soon.

If these French volunteers are not removed at once and arrested by their government, we intend to send a police force to Greece to demand their surrender. Should they refuse, they will be defeated and treated as war criminals and sentenced by military tribunals. Is this understood?

The Ottoman Empire is reluctant to see more countries deploying their forces in the region.

His Sacred and Imperial Majesty's Government is confident the French Government can easily subdue their own rogue citizens without futher external interference.

The Empire of Japan condemns in the strongest possible terms the outrageous imperialist rhetoric of the United Kingdom. To threaten a military force against the Kingdom of Greece, which has done nothing to provoke their anger, merely because French citizens have chosen for whatever reason to fight for the Greek government is a callous and dangerous breach of Greek sovereignty. The transgression is made all the worse by the threat it causes to the ongoing peace negotiations to resolve the Balkan conflict.  We condemn this dangerous lack of respect for the brotherhood of nations in Greece as we do for the people of Asia still held in European bondage.

We call on all free and independent nations to condemn the United Kingdom for their threats against peace and national sovereignty and ask that the Prime Minister immediately retract and apologize for his demand. If he should refuse to do so, we ask the British Parliament and Crown clarify that the Prime Minister's demands do not represent the views of the United Kingdom.
