Grassley is clearly a popular incumbent senator, who comfortably won re-election in 2004 with 70% of the vote, if I'm not mistaken, while Santorum faces a hard fought fight in 2006
Grassley commands the support of many Democrats in Iowa - and for this reason (i.e. bipartisan appeal and cross-ideological support) he could be a tough guy to beat
As to whether he has the personal attributes to President, however, I don't know; whereas, Santorum, strikes me as the kind of guy who would win the GOP nomination in that he is popular among conservative activists
