Only county in Idaho to be won by Hillary in both 2008 and 2016. Shout out to the massive FF county in the HP caucus.

Any Idahoans want to offer their two cents as to why this may be?

Not an Idahoan, but with

Population   
 • (2010)   3,821
 • Density   8.0/sq mi (3/km˛)

All bets are off. There were only 396 Obama voters there in 2016, and it's a caucus so we're working off a sample of at most 50 voters. If ~30 of them support Hillary, then it's gonna go to her no matter what.

Most of the county is an Indian Reservation, even if most of the population isn't Native.
