I just find it funny that a good deal of those super duper solvent states are currently suffering chaos in their budgets as their revenues have literally shredded away. Hugo Chavez surely would be proud of those GOP States for their assured ability to pretend things are ok based on cyclic factors.

So which GOP hack did this "study"? I don't think a state that had to auction off sex toys to pay their bills is "average" in fiscal solvency.
