DC is the perfect Democratic stronghold - majority-black, all urban, and a hotbed of liberal culture.

Maybe if Bernie Sanders ran against a moderate black Republican, Vermont would vote somewhat near DC, but even that is doubtful.

That's just it. DC isn't a state, so it's okay if we take the South Carolina method.

Ever is a strong word. In fifty to seventy years, we could even have new left and right parties, of which the latter could appeal more to minorities.

Hawaii potentially if there's a Republican who does much better with black voters (10-20%) and then performs a bit worse than McCain in Hawaii.
