I think most oppose him more for character reasons than issue reasons.  There probably isn't any one issue that's a deal breaker for most #NeverTrump Republicans.

And of course, if you're talking about #NeverTrump Republican politicians, most of them no longer hold office, and may be acting more to preserve their own legacy rather than out of objections of their own.  How much does Romney legitimately object to Trump being president, and how much is him trying to make sure that historians will look more kindly on him for speaking out against Trump?  No way to know for sure.  But if it's the latter, then the issue is "What are the qualities of Trump that lead many to think that history will condemn him?", and not "Which issues do I think he's wrong on?".

Did anyone stop to think maybe it's just his racism in general that is giving the GOP a bad name that everyone hates?? 2016 was the year that the GOP was supposed to reach out to hispanics with JEB!, Marco, and Ted, and yet on Jun 15th, 2015, that all went down the toilet. The Republican party has now been ruined for probably another generation. So maybe that's what #NeverTrumpers hate

You don't have to be a neocon to hate Trump's foreign policy ideas, any sane person should want nothing to do with his brand of stupidity.

I have a bigger issue with his trade ideas and his complete lack of concern about the debt and how to deal with it.

The latter. It is about control - over foreign policy. A empty suit like Rubio or Walker is going to follow the neo-cons like a puppy on leash.... say over a ground invasion on Iran. They can't control TRUMP. He might say no.

A. His character and demeanor are unbecoming of a President, and he tarnishes the image of the Republican Party.  (Option 1 is only a symptom of this.)

B. He does not, and cannot be trusted to, uphold the conservative values that define the Republican Party. (Option 2 is only a symptom of this.)

I'd say of those two, A is a bigger issue.
