Even if he got 15%, which would be an epic success for him, he wouldn't win any states (see Perot).  I guess the question is - if he won a state, which would be the first one?  My best guess would be Utah.

If Romney endorses/campaigns for him and Trump completely collapses, he'd have an outside shot of winning Utah. Otherwise, no.

A more realistic question would be if he could win any counties.  Perot 92 won some with 18-19% of the PV, but he didn't win any states.

I think if he's winning states, it's because he's a serious contender for the Presidency, with 30%+ of the popular vote. I can't really see him winning a state or two while coming in a distant third overall, Libertarian support is too uniform.

I think they might be able to, but a lot of things would have to happen for this to come to pass.

I think that the Constitution Party would be more likely to carry states IF they nominate candidates with the stature of Johnson and Weld (two former GOP Governors).  If the Constitution Party nominated, say, Ben Sasse and Mike Lee, they'd carry some states.  They might carry enough to throw the election into the House of Representatives.  GOP anti-Trumpers (particularly the "movement conservatives") would find it much easer to support a Sasse-Lee ticket than a Johnson-Weld ticket, because it's far closer to where they are, politically.
