It's quite interesting how a traditional filibuster, that is holding the floor via speaking, is very rare nowdays. In 99% of cases when someone reefers to "filibuster", it's just one side blocking proceedings thanks to "need 60 seats to end the debate" rule.

I can't help but see it as one of the primary causes of dysfunction now. I get how the current rules are good for the minority party, but the way the GOP has used it to essentially bring Congress to a stop since Obama took office is disgraceful. They really need to institute some reforms so that if anyone wants to block a bill, they have to stand up and speak for as long as they want to block it. No more 60 vote cloture. If one party wants to obstruct, make them really work for it.
