Last fall, while driving up to Door County, I drove up on a Wisconsinite going 55 mph on a 65 mph highway in the passing lane (that's the left one, 'Sconnies!) with his brights on, LOL.

Probably a drunk. Most people dont do 20 over like people from IL though, but thats because we cant afford the 300 dollar tickets and the billions of deer.
