Hard call between Mathias and Mikulski, but lean Mikulski

As for worst, instinct would say Beall II, but I lack the info on him to confirm, whereas Cardin's a warmonger.

Matthias/Brewster

While Cardin's update of the 1917 Espionage Act in 2011 would make it harder for federal employees to report any of the federal government's fraud and abuse, Brewster actually accepted bribes and was nailed 6-3 by the SCOTUS.
