http://billypenn.com/2016/06/23/why-congress-wants-chaka-fattah-out-now-and-who-might-replace-him/
- Governor Wolf has 10 days to decide whether to hold a special election or not. If he does, it must be 60 days after the resignation, which would be August 22. That's still 78 days before Election Day, so we may get a special election out of this.

Why would he?

Governor Wolf doesn't have to do a special election, true, but Philadelphia does have the DNC. There is already a lot of money going around this summer, so what's another million for a special election to give the people of Philly a representative until January of 2017? I guess it depends on the optics, whatever would look better.

While Wolf could easily wait til Election Day, there was this special election in 2008 - https://en.wikipedia.org/wiki/Maryland%27s_4th_congressional_district_special_election,_2008 - the incumbent Albert Wynn lost his primary to Donna Edwards and resigned, and so there was a special election in June 2008. That's not too dissimilar to the current scenario (incumbent defeated, resigned in the election year).

So extra seniority for Dwight Evans, basically.

They're having two elections for the same seat at the same time? Damn that's crazy. So, can Evans run in both?

Yes.

Also this is hardly unheard of. See Illinois Senate 2010.

Still seems kinda crazy. It's funny that the Green and Libertarian candidates got more raw votes in the special election in Illinois in 2010 than in the normal election.

Makes sense. I'd be more willing to cast protest votes in elections that only elect people for the next two months.
