In the short term I imagine his legacy will be one of a weak incompetent buffoon, who made disasterous bet, which permanent weakened Britain, which he was fully aware of. In the longer term it really depend on how EU and UK develop. If Scotland declare independence, the destruction of UK will likely be his main legacy. If EU develop into a full federation with a united (but political irrelevant) UK on the outside, he will likely be remembered somewhat positive.
