No it's not. The state is not stoping annyone from using it. It's simply a prohibition of distribution of it, in the capus that are property of the state anyways.

Right, it is State interference in the freedom of distribution.

Yes, obviously.  What business does the state have in proscribing some activity that is perfectly legal off state property, unless that activity somehow infringes on the operation of that institution? 

For that matter even some activities that do interfere with the operation should be allowed, since all citizens should have access to state property - the prime example is free speech on college campuses.

That's from the article.  The meaning I take from this is that students  fund the distribution of the drug as well.  I don't want my school payments to fund distribution of this drug.  If people want to use the pill, by all means, do so, but not on my dollar, not on the taxpayer dollar.
