Go!

For me it'd have to be Trump....after all he did throw that fit about not wanting to debate because Megyn Kelly was a moderator again.

How is this even a question? Obviously Trump. Clinton is a conventional candidate and fairly predictable.

I could definitely see Clinton thinking she's too good to debate Trump.

I bet you $1 million Trump will bail on the last 2 debates.

Definitely trump.
If he gets smashed in the first debate, and on top of that does not stay on subject during this debate, and talks about trashy topics, then the media will portray him like the clown he is (after the debate).
He will then have a tantrum the next day, blame the media and talk about Hillary's father who was linked to JFK killing (and other bs), and will refuse to do additional debates.
Something trump-nutty (and predictable) like this will happen.

Trump is obviously more likely to skip the debates sanctioned by the Commission on Presidential Debates.  However, Trump will probably propose a bunch of other debates as a publicity stunt, with  conditions that Clinton will never agree to.  So does that count as her "skipping" a GE debate?

I think Clinton.

A debate marks the opportunity for Trump to say shameless stuff to Clinton's face. I doubt he'd turn down any opportunity to accuse Hillary of being an accessory in the cover-up of the rape of Juanita Broaddrick. Clinton might have a moral argument for thinking that giving Trump the airtime isn't worth it, especially if she's leading by 10+ points.

Didn't Trump skip a debate in the primaries? Definitely Trump.

Perhaps, but Hillary will "play by the rules" and show up.

Hillary is smart enough to realize that she'll not get away with not showing up.  Trump may not realize that, or he may actually be able to get away with it.  It's hard to point out where conventional wisdom has held true with Trump during the entire campaign.

For the CPD debates, sure.  But again, there's no law that says that those are the only debates they can have.  With Trump involved, the chances are higher than normal that they CPD debates will not happen, and may be replaced by other debates with other rules, that one or both candidates may or may not agree to.  For example, Trump might decide that he's better off in a multi-candidate debate, and so proposes a 4-way debate with Johnson and Stein, daring Clinton not to show up.
