Not to rain on everyone's parade, but again: a common market agreement is definitionally a matter of foreign policy and
needs to come through the State Department. Ideally, this would be something that the Secretary of State would negotiate with the UK and then submit to Congress. If Congress wants to make recommendations on the matter, that's fine, but it makes no sense to ratify an agreement when we don't even know if the UK is interested yet.
