New York City's charter allows the former NYC mayor to run again for mayor. He wins the 2013 Republican nomination and faces off against Public Advocate Bill de Blasio, in a nasty, bitter, partisan election. Who wins?

Basically whoever the Liberal Party endorses, so probably Giuliani 50 - 46.
