Let me start by speaking on what I believe the intentions of the committee are. Atlasia first started producing budgets about 4-5 years ago - they provide an excellent opportunity for debate and is usually the bill that has the most discussion each year. For the purpose of this committee, I think our first task is to get a solid template of what our budget will look like. Representative NeverAgain is currently working on producing that - thank you. *hughughug*

Afterwards, we can begin deliberation on revenue and expenditures. The fiscally responsible part of me would prefer discussing our forms of revenue first to determine how much we'll be bringing in, then base our expenditures off that, but others may disagree. Wink Nevertheless, we can go back and forth. I think it is important that we don't "siphon" all of the debate in this thread so that once it is introduced, there is little discussion by the full body. I want us to be able to put out a budget that is detailed and well-organized.

That is definitely something we can discuss - you're welcome to go ahead and draft something up. Right now NeverAgain is finalizing a budget template - it's been a bit slow since he's enjoying the DNC. Once that is posted, we'll be able to start talking specifics on revenue and spending.

Goodness, this was a piece of work. FYI for everyone, this is the current U.S. Federal Budget as near as I can tell (with some number adjustments to make it more Atlasian friendly).

This is not my proposal, nor is it a final draft by any means. This is our starting platform, so gents let's get to work!

I would advise against the adoption of any balanced budget requirement, especially in the Constitution.  While I'm generally supportive of BBAs for states and regions, the federal government ought to have leeway in periods of economic distress, war, and natural disaster.

My income tax plan includes tax cuts for the bottom 99% of Atlasians while raising the top tax bracket to 45% (for those making over 1 Million $ annually)  and instituting a Minimum Tax of 30% for the top 1%. It has nine brackets which gradually increase up from 5% (which is basically negative, because of the EITC program which I plan on continuing and expanding)

I added it up with two tax websites and averaged it out to bring in about 750 Billion $ (75 Billion annually) over the next decade. I used these websites: [urlhttp://www.ospc.org/]Here[/url]and Here.

Here is my plan:

The NeverAgain Tax Proposal

$0 - $9,999: 5% Tax Rate (Eligible for EITC)
$10K - $29,999: 10% Tax Rate (Eligible for EITC)
$30K - $89,999: 18.5% Tax Rate (Eligible for EITC)
$90K - $149,999: 25% Tax Rate
$150K - $249,999: 30% Tax Rate
$250K - $349,999: 33% Tax Rate
$350K - $499,999: 37.5% Tax Rate
$500K - $749,999: 40% Tax Rate
$750K - $999,999: 43.5% Tax Rate
$1,000,000+: 45% Tax Rate

There it is... I am working on my corporate tax proposal, but I think there is a lot of room to work with on taxes.

Hi everyone,

Sorry for the slowness on my part, I had a computer setback this weekend.

I agree that taxes should be the first place to begin, starting with income, corporate and then excise taxes.

Other ideas are welcome. I have a tax proposal that some of you may have already seen - I'm going to be making a couple tweaks to it and will be posting it either tonight or tomorrow.

The tax code is too simple in the baseline you've introduced. Where is the rest of it? Way more than the EITC.

We aren't modeling the real world even remotely if we don't acknowledge the extensive tax expenditure in our current budget. Tax expenditure is a big impetus for tax reform in the real world. It's also incredibly closely linked to conversations about trade, healthcare, education access, energy, etc. It's a hugely important aspect of fiscal policy.

Riley brings up a good point - we need to figure out how extensive we want our taxes to be. In real life, there is quite a long list of excise taxes, as well as individual and joint tax brackets. Do we want to keep things reasonably simple as we have done in the past, or do we want to try and model it closer off what America does?
