For many individuals, gangs can act like a family in the sense that they provide strong social ties, protection, mutual respect, security, and comfort for the lonely and alienated. That does not make them a moral good or even necessarily good for that individual's wellbeing, but it does provide a substitute for an important aspect of their social life, identity, and sense of purpose that they would otherwise lack. I am pretty sure that is what was meant by her statement. The mission, then, is to combat the need among some individuals for this substitute.
