He is going to speak, he will have to at a bare minimum attack Clinton. But I bet there is some tepid endorsement. 
 
But make no mistake, Cruz is already running for 2020 nomination. He wants Trump to lose. Part of that whole chaos this morning was Cruz people trying to get rules changed to encourage all primaries and caucuses to be closed, which would help him (or some one like him) in 2020/2024.

Truthfully, I think that the whole #NeverTrump crowd have dug their political graves.  None of these folks will ever be viable Presidential or Vice Presidential candidates, and a number of them will face stiff primaries in the future for their apostasy.

He's going to end up with the same result as elder Romney did assuming Trump loses in Nov. Come 2020 the southern Trump voters will smack him down again once candidate X mentions it.

I am quite confident that Cruz did not pay a price for his speaking role. If anything, the reverse occurred. What does he gain with a speaking role?

He was set to tonight but I didn't see him speak.  Perhaps he'll do it tomorrow.  Either way I'm sure he'll endorse Trump in some manner.

Yes, but a lukewarm endorsement. He won't campaign. He doesn't want to be associated with the loss in November since Cruz is already preparing for 2020.

I imagine he had to promise an endorsement in order to get to speak at the convention. It won't be an enthusiastic endorsement by any means, though.

Romney and Rockefeller were both black-marked.  Gerald Ford selected Rockefeller as his VP, and he may have carried NY (and won the Presidency) had he kept Rocky on the ticket, but he may have lost the nomination if he had not persuaded Rockefeller not to run.  Romney was, in many ways, a logical running mate for Nixon in 1968, and his gaffes did hurt, but the Goldwaterites would never have George Romney after 1964.  Cruz doesn't want to be there.  I guarantee you that you'll hear him say "I'm voting for the ticket." even if he changes the subject in a nanosecond.
