A lot of this depends on how much he resisted.  The pepper spay is common in these cases and not unreasonable.

One occurrance is hardly the "norm" as you call it.  The point is, many of these "abuses" are actually not really abuse.  I'd call it abuse if they show me a soldier cut off the fingers of one of the prisoners.  Or if they ripped out the prisoner's eyes.  But being tied up naked and kicked a few times?  Give me a break.
