I'm sorry for my lack of debate on this, but I've been really busy and I'm currently reviewing my notes from my tax law and tax planning courses regarding cap gains and dividends. I fully support a traditional flat income tax + sales tax + corporate tax scheme. The 5-5-5 scheme I suggested was based off the successful Utah system, but it doesn't include consideration for cap gains or dividends.
