If the Democrats take back control of the Senate, and the GOP retains control of the House, but with a lesser majority, what can Hillary Clinton accomplish? Immigration reform? Wall Street reform? Tax cuts or tax increases?

Agreed.  Even all three doesn't guarantee anything without 60 votes in the Senate.

Little to nothing (for major policy items) can be accomplished.

Free college can't get done? Minimum wage can't get done? If that's the case, how's she going to make her case for a second term in 2020?

Major items would take a lot of compromise. Sources say she can and will work with the GOP because they privately prefer her to Trump.

Overall, she can get some things done. It'll be somewhere between the Bush years and Obama's time in terms of gridlock. Slightly better than the status quo.

She could make a case that the GOP is a do-nothing party that blocks things in congress just because of the Democrats.

Since the GOP has cynically embraced the "rigged economy" narrative of Bernie Sanders, Clinton can hold them to it.  Financial services reforms to prevent another economic crisis (specifically, turn back GLB) would be broadly popular nationwide, and the GOP would be stupid not to go along.  There are other economic reforms that could gain bipartisan traction.  If they continue to be the Party of No, there are enough swing districts still to make a challenge for the House in 2018.

Also, SCOTUS.

I can see her getting though some watered-down equal pay bill and maybe a bill on paid maternity leave.

The Executive Branch is becoming bloated with power...she'd be able to do a whole lot.   This isn't because Obama is power-hungry...it's because the legislative branch has become so inept that they've created a power vacuum that only the President can fill.

Also yes...the Supreme Court.

Legislative gridlock

Stacked SCOTUS => Activist judges imposing socialist dogma via judicial fiat.
