I'd say Grover Cleveland the 2nd time around, seeing as he had already served as President.

I would consider Washington, Jefferson and Madison "more qualified" - but only in the sense that they were crucial in thinking up and/or personifying (in case of Washington) the system of government. Clearly, Lincoln, Eisenhower, Wilson and both Roosevelts were not more qualified than Mme Clinton. They may have been great presidents, but at the moment of election their familiarity with the government they headed was not superior to that of Clinton in any way. Wilson, most definitely, was not qualified to be president - he was an excellent student of government, but not a practitioner (you do not invite a molecular biologist to treat diarrhea). Bush had had a rather narrow view of government before his election (vice-presidency is not a real job, his congressional term was short and not very consequential, and he never headed a proper government department - CIA is a very peculiar beast). Adams... had you said John Quincy Adams, the answer would have been different Smiley

Lincoln served 2 years in the house 10 years before - how could he be more qualified?

It's probably all a matter of opinion. And I ask, does it really matter?

What matters is if they get the job done in an effective way. I think Obama was a very good person, but he and his Congress had a very bad marriage and he couldn't get as much done as he wanted to.

We need a bridge-builder, a communicator, a relationship-builder to create a good relationship with Congress so they can be effective to the max in getting things accomplished.

I believe Hillary is that person, and in that sense, she is the best qualified for the job, today.

The only thing that Clinton is qualified for is a prison cell. She should be nowhere near the White House.

Actually, if you are going by experience that qualifies you to become President, James Buhanan  has a resume that is absolutely impressive, more impressive than that of Hillary Clinton actually.

1814-1816 PA State House of Representatives
1821-1831 U.S. House of Representatives PA
J1832-1833 Minister to Russia
1834-1845 U.S. Senate PA
1845 Declined nomination by James K Polk for U.S. Supreme Court
1845-1849 U.S. Secretary of State, under James K Polk
1853-1856 Minister to United Kingdom

And James Buchanan turned out to be a poor President.

How would you determine qualifications for being President? Are we referring to experience in elected office? The person's actions in or out of elected office? A combination of both?

I have heard that before. He was one of the most experienced individuals to ever become President. He was also one of the individuals that spent his entire career lobbying or boosting his career to become President...

off top of my head:

John Adams
Thomas Jefferson
Alexander Hamilton
James Madison
John Quincy Adams
Henry Clay
Martin Van Buren
James Buchanan
Grover Cleveland
Lyndon Johnson
George H.W. Bush

and former presidents that ran again:

Martin Van Buren
Millard Fillmore
Ulysses Grant
Grover Cleveland
Theodore Roosevelt

GW, Adams, Jefferson, and Madison were all more experienced. Of course, experience isn't always an indicator of how good a President someone will be (see Buchanan and Lincoln).

Nope. Qualified != good, either. This country is supposed to be led by a government of normal citizens. Not career politicians.

Have you talked to a normal citizen? We'd all be dead within a week.
