You can replace any members of the current Senate with anybody you please, provided the following conditions are met:
  • Overall partisan balance must remain unchanged (54 R-46D)
  • Half of all "new" Senators must be current or former congressmen; one of of every ten must be state governors.

I think my math is off, but I have a feeling it is 54-46. Not sure. I tried making sure the Senate was divided between Tea Party/Libertarians, Center right/left, and left wing populists into thirds. Not sure if I did a good job.

It's 54 - 46. The only requirement I might have failed was the Governor one. I thought the rule was 10 Senators who were former governors or current governors. Reading it again now makes me think you meant just current governors but whatever, I spent a lot of time on this as is lol. If we count former governors I should be over 10.

Essentially, the Senate moved towards the right, as a whole. I threw in a bunch of Pro-Lifer Dems (Lipiniski, Lynch, Weygand, Peterson, Kaptur). Joe Manchin is the only Pro-Life Dem already in the Senate that I kept (Donnelly's and Casey's removals will be explained below).

I also knocked out a bunch of Dem Senators who voted for the Iran Deal and replaced them with people who either actively opposed it or had no position (with Lieberman, Bayh, Landrieu, Berkley and Begich opposing the deal as members of an Anti-Deal lobby group and Sherman, Graham, Lipiniski, Peterson, Rice, Ashford, Sires voting against it in the House).

Markowitz had no position on the deal, so I just threw her in to get rid of Bernie. Dean likely supported the deal but I prefer him to Leahy.

Schumer, Manchin, Cardin and Menendez opposed the deal.

I like Tulsi Gabbard, on most issues, and she's so much more preferable than Schatz, so that change was easy.

I also beefed up the centrist wing of the Democratic Party (keeping Heitkamp, Manchin and adding Bayh, Ashford, Graham, Rice, Peterson, Landrieu etc...)

On the GOP Side, the caucus moved to the right in some states and stayed the same in others. I kept a lot of the moderate Senators intact (only Murkowski being pushed out). Joe Heck joins the centrist cadre.

Funny consequence of my moves: Manchin-Capito and Lipiniski-Kirk are two pairings in my scenario where the GOP Sens are pro-choice and the Dem Sens are Pro-Life.

GOP Caucus is significantly more diverse in gender, race and other categories.

EDIT: Also, a good amount of Senators were not born in America (Granholm, Cruz, Hirono, Van Hollen, Bennet...and maybe a few others).

Basically what I would do is get moderate Republicans into blue state seats,
switch the most right-wing Senators with moderate or progressive Democrats.
I'd also try and get as many moderates in, creating a large majority so that
It would resemble the Senate of 1964, but keeping with the 54-seat Republican
Majority.
