The floor is now open for debate on this bill (sorry that it took so long.  I somehow missed the second post for this).

That's a...weird date. Would you consider making it the 10th or 12th?

I don't know the reasoning behind why the date was chosen, but why not? We should never forget 9/11, but we should not tear out that day in the calendar, either.

No I did specifically choose 9/11 as it is a day when we remember to never let our guard down and to continue protecting everything we hold dear. The open carry is legal act will allow every citizen of the South to protect themselves and the people they hold dear.

There are safety mechanisms that some businesses/government agencies may want to put in place if this goes into law - this is currently being implemented in Kansas so I have seen it firsthand. I know there's a desire to get this passed and implemented quickly, but if we're supposed to be modeling of RL, it is completely impractical to implement something like this in less than a month.

If you're referring to clause #2, that clause should cover all legal firearms. I think the purpose of that clause is to distinguish between open carry of firearms and open carry of destructive devices like RPGs.

Agreed, if we can get security and safety issues sorted out, I'd be more than willing to support this bill.

So, we should probably get these issues sorted out. Tongue

Here are some things I would be willing to put in:
- All Gun Permit holders will be imputed into a database, if asked by a police officer, gun owners must present a valid ID to the questioning officer, the gun will be confiscated and a fine of $1,000 will be ticketed to them
- All gun permit holders must take no less than 12 hours of training in order to open carry their guns in public

These seem rather restrictive to me. Why not have open carry by permit instead?

Does anyone want to take up sponsorship of this?

I haven't said much because I'm still opposed.  I think it'd be better if people that support it finalize the kind of safety and implementation measures they want to include.

I don't have any say any longer of course, but I think Concealed Carry is also acceptable.

I will sponsor this bill, and the only rights which need to be protected are property rights, as included in the previous version of the bill.

If anyone is going to introduce amendments, please do it soon.  This goes for the other 2 bills currently on the floor as well.

Seeing no further debate, we'll take this to a final vote.  Members will vote AYE, NAY, or ABSTAIN.  This will be a 48 hour vote.

Voting is now closed.  The AYEs are 3, and the NAYs are 1, with 1 not voting.  The AYEs have it, and the bill has passed.  The bill is now passed onto the Governor for his signature or veto.
