Erhard. He was weak and ineffective. Merkel is a close second. She's also weak, boring as hell and has no visions.

Brandt - although Kohl is a pretty close second for his European unity fetishism (which, fair play to him, he seems to have repented at least a little on) and his mishandling of reunification.
