I thought about this. Look at their motto, it has some far right tinge to it:

I was thinking that they might've been intended to be the criminal wing of a far right movement, similar to Golden Dawn's non-political activities, or perhaps more directly inspired, the Uyoku Dantai in Japan. Illegal Pokemon trafficking is their primary source of income, and they're quite active in bribery of politicians.
