What if President Bush had decided to quit while he was up (i.e. at the height of his popularity at the end of the Gulf War), and announced that he wasn't running for re-election?  How would this decision have affected the 1992 election?  Who would have been chosen on either side in the primaries, assuming the recession had happened as OTL?  Would Ross Perot still had run?

Not sure about Perot; I created a two-way scenario against Clinton/Gore.



Governor William J. Clinton (D-AR)/Senator Albert Arnold Gore (D-TN): 325 EV. (50.65%)
Senator Robert J. Dole (R-KS)/Former Secretary of Defense Donald Rumsfeld (R-IL): 213 EV. (47.59%)
