Castor is the Deputy AG/Solicitor General (the two are now the same position in PA). I'm not sure how he was chosen, or who (Governor Wolf or the Legislature) chose him. R+1, until the election.

According to the New York Times, Governor Wolf can nominate a replacement for the AG slot, and his nominee would have to be confirmed by the state senate. It looks like he doesn't have to name a replacement if he doesn't want to, though, he hasn't yet decided what to do. So either until Wolf's nominee is confirmed or until after the election (the Attorney General's office is on the ballot this year in PA anyways), Bruce Castor (the first deputy Attorney General) will become the state's attorney general.

Attorneys in public office by the very nature of their job have to do things which seem massively unpopular and controversial because of legal boundaries of evidence and reasonable doubts.

I wonder if he'll nominate Shapiro to try to give him the incumbency. Though I doubt the State Senate would confirm him, they'd probably confirm someone who'd be just a placeholder.
