So by your definition, someone who believes the President should show up personally at one of the most devastating disasters in U.S. history, and give comfort, encouragement and assurance to the victims, is playing the political hack card

AGAIN... because his showing up whilst the disaster is still happening, noting these are floods that take days to peak and recede, not a storm that comes through in a few hours, is more a hindrance for local community actively being affected. He should go, of course, but only when his presence isn't a distraction for the public services that are much more necessary to help their community. Taking those responders away from their primary tasks so he looks good politically is far, far worse.
He's doing what he should be doing. Providing resources and support and only turning up when it isn't counter-productive.
