Is this effective across the nation, in certain states, or only federally?

The federal government has no direct control of state prisons/jails, short of using federal funding mandates. So this decision is for federal prisons only.

22,104 prisoners are housed in private facilities, which is almost 12% of the total federal prison population.

I echo everyone, this is really fantastic news. I really didn't think I'd see this happen any time soon, and frankly I doubted I'd even see it in my lifetime. Private prisons are an utter abomination, a mockery of justice and human decency that should never have been allowed to exist in the first place. This is truly a good and important day for America.

This only pertains to 13 BOP prisons (the vast majority of private prisons operate on the state and local levels) and does not in any way guarantee they won't be used by the Justice Dept anymore, or that their contracts will be reviewed upon the renewal process.

22,104 prisoners are housed in private facilities, which is almost 12% of the total federal prison population.

It should be noted that the reform of sentencing guidelines last year has lead to a sharp decline in the federal prison population from a peak of 219,000 in 2013 to 193,000 today so there does seem to be space available to reduce and eliminate the private facilities in orderly manner.

I don't think that's always true. Its fair to say that most would find the concept of private militaries, private police, and private courts unsettling. Contracting out the mass involuntary detainment of citizens seems similarly unsettling because there is little direct accountability for rights violations. Blackwater certainly didn't do any better than the army.
