Any links with a program that would be able to edit? I've downloaded Inkscape, but it isn't reliable and keeps crashing. I've done state county maps but would now like to create a national county map.

^ Just copy the map I linked to into MS Paint and fill it in + save it to your My Pictures folder like any other image.

Some screenshots from a random blank FL map I had.

1) Hover over and selected the paint bucket icon.

 

2) Go over to Edit Colors - the Atlas colors aren't gonna be in the standard palette it gives you.



3) Put in the RGB/HSV value that you need when it gives you the custom color palette.



4) Fill in the shape you want.

I know how to do the individual maps for states, but how about the national county map?
