Jeb Bush, actually, is part of it. It is not even pandering: it is his life. Nothing to cringe from.

Trump isn't pandering either. Or, at least, not pandering to Hispanics. It is pandering to white Americans without a college degree. And, yeah, it is cringeworthy.
