This ammendment is non controversial, and simplifies the process of ammending the legislature rules, by eliminating the need for the Govrenor to sign off on changes to house procedure. I will support this bill.

My apologies for not commenting sooner, but this pretty much gives us the power to make the rules which govern the legislature's operations. This was standard practice pre-reboot, and serves as a corrective for the Constitution.
