Mr. Lieutenant Governor (unless you want to be addressed as "Mr. Speaker"),

At this time, I wish to motion for UC to approve the proposed bill.

I yield.

I agree. I doubt there's anything that needs debating within the proposed SOAP; the Assembly can vote to change it at any time anyway, if there's anything deemed problematic in the future.

The only thing that I can think of is that symbols may be worth putting to a referendum, although this isn't a priority for the region right now.

Opening a final vote less than 24 hours after the bill is presented is very ill-advised.

Alright, never mind. Gass, what are your amendments?

If I can make a suggestion, I'd ask the Assembly to strike the maximum limit on debate time and require a cloture vote or to only open a final vote after 72 hours of non-discussion.

I think that's it for the changes I'd like to make. I also fixed some of the formatting. Thoughts?

I'm in favor of the amendment(s) and formatting change(s)!

I'm not sure if I can deem amendments friendly or not since this is technically my bill, but I'd consider Gass's changes friendly.

To use this bill as an example for the numbering system:

N111

N = North
1 = 1st Session of the Northern Assembly
1 = 1st Bill Introduced in this session
1 = Legislative Slot 1

The regional symbols bill would be: N121

I can't support this: N1111 (for example) could refer to either the first bill of the eleventh session of the Assembly or the eleventh bill of the first session of the Assembly. I don't see any need to change from the slot only system (ie N1 or similar).

The idea would be to figure out a system to identify each bill based on those metrics. I'll need to figure out a system that works.

How about this?

N1.1.1

N = North
1 = 1st Session of the Northern Assembly
1 = 1st Bill Introduced in this session
1 = Legislative Slot 1

The regional symbols bill would be: N1.2.1

That would work, as would using dashes (for example). My only concern is that it may get quite confusing down the line. We could have something along the lines of NxBySz, just for a little bit more clarity about the order of the numbers for future delegates.

Nx = xth Session of the Northern Assembly
By = yth Bill Introduced in the session
Sz = zth Legislative Slot

Also, would we wish to make it possible to be the Lt Governor and the Speaker at the same time? Possibly having them as the same person - so in effect, the Speaker is appointed by the Governor?

It would probably take a constitutional amendment to do that.

I think we should open a vote on the numbering system, with the suggestions, plus the 'current' system (NE1). Whatever wins would be the amended version.
