This bill shall be called the Lincoln Government Transparency Act.

Section 1. Framework
i. All elected officials in the Assembly must make all motions pertaining to the status of a bill, such as a motion for a final vote, a motion to offer an amendment, a motion for cloture, a motion to table, or any motion changing the status of debate on a bill in the "Regional Governments" sub-board of the "Atlas Fantasy Government" board on the Atlas Forum.
ii. All votes recorded for a bill in the Assembly must be recorded in the bill's thread on the Atlas Forum in the "Regional Governments" sub-board of the "Atlas Fantasy Government" board on the Atlas Forum.
iii. All bills introduced in the Assembly must be introduced in the designated thread in the "Regional Governments" sub-board of the "Atlas Fantasy Government" board on the Atlas Forum.

Section 2. Implementation
i. This bill shall take immediate effect immediately.

Procedure for Tied Votes

1. A tied vote is defined when two candidates/options have 50% of the vote, whether there were two candidates/options on the ballot or their are two candidates remaining with 50% of the vote after ranked preference procedures and no voters for either candidate that listed the other as a preference.
2. In this case, votes counted as invalid due to late editing may be counted.
3. If the vote is still tied then the ballot for the tied election will remain open for another 24 hours.
4. If the vote is still tied, then repeat sections 2 and 3.
5. If the vote remains tied after all citizens have voted or there is a 24 hour period with no new votes, the election is to be decided by a simple coin toss.

The incumbent Lincoln Election Administrator shall automatically become the Secretary of State, without the needed confirmation of the assembly. He/she automatically loses this right when he/she is re-appointed to the position following the next gubernatorial term.
