This fellow, a Democrat, is Speaker of the Illinois House since 1983 (except for the 1996/97 session).

Voted FF. Seems to be a moderate-to-liberal Democrat and a powerful leader.

It's complicated. In the present, he plays an important role in standing up against the Governor's attempts to Make Illinois Wisconsin. Madigan has also helped push a number of liberal reforms over the years but also is very practical in his approach.

On the other hand, he is indeed corrupt and that has allowed the ILGOP to hang around and actually take the governorship whereas if everything was proper, they would have quietly ridden into the sunset like in California and New York.

Im neutral.  On the one hand he's a good South Side guy and he his non-economic policies are good.  He's not a bold progressive.  On the other hand he is the most responsible for the current financial crisis of the state and has blocked Gov Rauner from doing ANYTHING, full stop.  So HP for that.
