Centrist president, slim D majority in house, D supermajority in senate.  Seems like we'd get pretty fair legislation out of that with minimal obstructionism, I'm thinking of the Nixon or Eisenhower eras.  5-4 supreme court but I'd prefer it if instead of partisans like Ginsburg and Thomas all nine justices were relatively centrist, more Sandra Day O'Connor, and very thoughtful in their opinions; ideally we would have more 7-2 or 8-1 decisions rather than constant 5-4s.  I'd prefer term limits also, perhaps 15-20 years, if only so that we can stop this ridiculous notion of putting younger and less-experienced or qualified justices on the bench just to enact a partisan agenda for a longer period of time.  I don't think we need term limits for congress; if someone's doing a good job, let them stay, the consequences of becoming embedded aren't as severe as on the supreme court and in fact developing a real acumen for legislation and leadership skill is a very good thing.

Obviously gerrymandering should be banned.  I'm relatively indifferent on Citizen's United, honestly I don't have much of a problem with the logic of the legal decision, although I'm not pleased with its consequences.

Obviously a citizen's veto is a ludicrous idea and defeats the entire purpose of our system of government.  Referendums should also be banned.  Direct democracy is the worst.

In all seriousness, comfortable Republican congressional majorities (but not supermajorities, to keep them from going too far overboard or being overly hasty) led by standard conservatives (Ryan and McConnell are fine, though some of the people in their coalitions aren't); a President who is socially liberal and fiscally conservative (who would appoint such types to the Supreme Court who would uphold decisions like Citizens United and Obergefell, for instance), strongly pro-free trade and, while unafraid to intervene when it is necessary, also mindful of the human cost of doing so. Johnson, while maybe slightly more isolationist than I'd like, is actually pretty close to perfect in my mind.
