Probably. Are you thinking somewhere along these lines:

U. S. House of Representatives: 1979-1983
Secretary of Energy: 1983-1985
Secretary of the Air Force: 1985-1987
Director of the C. I. A.: 1987-1989
Texas Railroad Commissioner: 1989-1995
Governor of Texas: 1995-2001
President of the United States: 2001-2009

With more experience like that, he definitely could be a top executive.

The Railroad Commissioners basically regulate energy.

Well, TX-19 would soon become utterly Safe R, so he would have nothing to fear after about 1982.  I think he would leave the statewide and national stuff to Jeb, and end up being Speaker of the House sometime during 2000-2015.
So you don't think Reagan would recruit him for his Cabinet?

I don't see why he would in any way be remarkable, let alone enough to be effing DCI. His father was a diplomat and bureaucrat, well-acquainted with DC when he was appointed in '75.

I was picturing George W. becoming acquainted with the intelligence community his father had become involved in and being a member of the House Permanent Select Committee on Intelligence from 1979-1983.
