Good list.  I'll amend that to the bill with the added requirement that Congress approve relations with other global partners.

I believe this is where the bill stands, as of now.

Anti-Terror Coalition Resolution

Recognizing that ISIS and other terror groups are a threat to our country and allies and their actions costing lives to people all across the world, the Congress of Atlasia strongly encourages the Secretary of State to engage meetings and negotiations with foreign states in order to form a strong international coalition for fighting terror.

Moreover, the Congress of Atlasia recommends the following framework for the negotiations of our nation with foreign states:

1. Authorization of Military Force
1.1This Congress, under the 1973 War Powers Act hereby authorizes military force to be used in both Iraq and Syria against the forces of ISIS. A Coalition shall be sustained to support this.[/color]

2. Composition of the anti-terror coalition
2.1 The anti-terror coalitions is composed by all of all nations who are committed to fighting ISIS, through economic, political and military solutions. Nations who support the Syrian Government and Bashar Al-Assad are not permitted in the coalition.

3. Work of the anti-terror coalition
3.1 The Republic of Atlasia and all the other countries in the grand collation , will collaborate together on military projects, air strikes and on the intelligence front.

4. Libya
4.1 The Republic of Atlasia hereby recognizes the Government of National Accord as the official government of Libya.
4.2 To support the GNA in their battle against the forces of ISIS in Libya $300 million in loans, arms and financial support shall be provided to the government.

I think he's referring at the list of countries presented by Truman.

In the list of states presented by Truman, just to make an example, Russia, who's an Assad supporter, is listed as someone who might get envolved via the "enemy of the enemy is my friend" principle.
So keeping the clause against Assad's supporters and at the same time opening to the presence of Russia in the coalition (and, personally, I think Russia shall be included) is a contradiction.

I object.

I don't think Russia should be in the formal coalition fighting ISIS; they clearly have a role in the region, and we should work with them- but not too the extent of putting them in a coalition
