While Canada does have 10 provinces, we also have 3 territories, are they coming in with the deal too?

I don’t understand why you want to change the boundaries of the Provinces just so that we can say that each Region has 12 states.

Just add Canada as a whole. I don't want to broken up, and annexed all at once. I don't see you creating Kennessee, or Wishigan.

I still say bring them all in as states except PEI and change the name of the Northwest Territories so it will be like the name of a state.

We could always attach the Provinces as States, and treat the territories as Attached Territories, and then the Southeast gets Peurto Rico, and they don't count to the state count.
