Nunavut doesn't count. 12 STATES. DC also makes 13 purples, but it's still 12 STATES.

While Canada does have 10 provinces, we also have 3 territories, are they coming in with the deal too?

Add Yukon to AK, split NWT between Alberta and SK, and leave Nunavut a territory.
