While Canada does have 10 provinces, we also have 3 territories, are they coming in with the deal too?

Just add Canada as a whole. I don't want to broken up, and annexed all at once. I don't see you creating Kennessee, or Wishigan.

We could always attach the Provinces as States, and treat the territories as Attached Territories, and then the Southeast gets Peurto Rico, and they don't count to the state count.
