This doesn't seem to apply to actual West Virginians considering that turnout was about 50% higher in this primary compared to the Republican primary.

It was held on the same day as the presidential primary. There were a lot of dixiecrats casting protest votes for Sanders (closed primary state) who figured they may as well vote on the other races as well. They'll vote straight ticket R aside from the gov race.
