Actually Rockefeller is the only choice since Reagan and Nixon are ineligible due to the 22nd amendment

Sorry then Nixon cause Reagan wasn't experienced enough by 1968 for the presidency and the Reagan of 1968 was different then the Reagan of the 1980s

Not intentionally so. He probably did what he thought best.
