Yes, but it's strange for a major news website not to clearly demarcate it as such aside from posting it in the "entertainment" section.
It's also not especially funny... I see shades of the distinctive self-satisfied inanity that defines
The Borowitz Report, Trevor Noah, and most of the rare attempts at humor in NPR's news coverage.
Then again, Mike Pence is not especially funny. Unless you're thinking of him not as a governor but as the guy whose wife lost thousands of dollars in a failed attempt to market "personalized towel charms."
