This is, in essence, a modified version of the Foreign Relations Review Act.  The report that this bill would prescribe will not only serve as a concise summary of existing relations, but set the foundation that would shape our country's official policy on foreign affairs toward recognized states and governing authorities.  It is necessary, as Secretary Truman has expressed, to draw distinctions between longstanding allies like France and Britain, and nations like Russia and Saudi Arabia with whom we share certain common interests (such as defeating ISIS), but have much more complex or ambivalent sentiments toward, be they economic, social, or political.

One important feature of this bill is that which gives Congress more influence on foreign policy as a whole, though it does not impose undue constraints on the executive branch in times of emergency or attempt to sever dialogue between Atlasia and other nations.

First, I would ask for a friendly in Section 4, Clause 2 from "he or she" to "they" since not everyone identifies as "he" or "she."

Secondly, is this something you expect to be reviewed on a yearly basis? Do you think it would be worthwhile to have a timeline of when Congress needs to act?

This is a really good idea, both in terms of getting Congress and the State Department on the same page and when it comes to preserving continuity across changing administrations (an issue that will become increasingly important the further we get from the reboot).

Not necessarily.  It's always possible that future presidents and Secretaries of State will desire to simply continue existing policy, and Congress would already have power to modify the review at any time.  I'll support a timeline if other members see it necessary, though.

I'm going to insert another amendment to establish specific guidelines for how nations are assessed.  Ideally, the Review would resemble something along these lines.

Sounds good. I really liked this when we did it in the past - brought foreign issues to the forefront in Atlasia, which doesn't happen too often, and it brought a lot of activity to the Senate. This has my full support.

Traditionally, these reports were written by the SOEA and I believe that this should primarily be the responsibility of the State Department.  It might be worth considering allowing the SOS to appoint their own Deputy Secretary to help writing the Review, especially if Truman would like assistance.
